These covers are like nylon socks. One ride in very light rain for 20 minutes and my shoes and socks were no longer dry. Since I could feel the wind while riding I wouldn't expect that they insulate against cold weather. The XL size barely fit over my size 47(EU) shoes, but it did stretch enough with lots of manipulation. I can't speak of any aerodynamic advantage, but I wouldn't expect much in that area either. I would recommend you spend your money elsewhere unless you really think they look nice. I prefer function over form in this case.

I gave them 4 stars because I have some concern over their longevity. They seem to 'groan' as I stretch them over my cycling shoes. However given the price they are an inexpensive way to shave few seconds off your time.

These shoe covers look good, but help very little to insulate the feet in cold weather. If you're looking for an inexpensive shoe cover for style, go for these. If you're looking for something to keep your feet warm in cold weather, go for something else.
